Initial Process

  • Phased permit applied, foundation permit received.

Bid Process

  • We received five bids from General Contractors after releasing the permit drawings.
  • Three arrived by the deadline, while two were submitted late.
  • The bids ranged from $1.4 million to $1.7 million, higher than initial estimates.
  • Current political conditions, labor market constraints, and inflation were major contributing factors.

Downselect Process

  • The HTCC committee carefully reviewed and compared each bid, incorporating value engineering to ensure cost-effectiveness and maintain project standards.
  • After thorough evaluation of qualifications, pricing, and project needs, one contractor selected.

  • The construction contract officially gets signed on November 11, 2025
